Panel looks at Proton failure

The Russian space agency has formed a panel to investigate the failure of a Proton Breeze M rocket earlier this week. It put the ARABSAT 4A satellite into the wrong orbit. Early indications were that the upper stage shut down early. The Wednesday launch from Baikonur Cosmodrome was overseen by International Launch Services, the joint venture of Lockheed Martin and Krunichev State Research and Production Space Center. ILS is forming its own board to look at the launch and the investigative panel's recommendation.
